2019 Timeline

Aug. 22, 2019 - City Manager on Council agenda (1st)

Conduct a closed meeting pursuant to Texas Government Code Section 551.074 to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee: City Manager. 

Sept. 12, 2019 - City Manager on Council agenda (2nd)

Conduct a closed meeting pursuant to Texas Government Code Section 551.074 to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee: City Manager. 

Sept. 26, 2019 - First amendment to City Manager contract

Whereas, the Parties desire to amend the Agreement to provide for an earlier date for the Manager's evaluation so that the evaluation may be completed prior to the beginning of each new fiscal year and to provide for a later notice date with respect to termination at the end of the Initial Term of the Agreement in order to allow the Council the opportunity to provide the Manager's evaluation before the current notice deadline;

Oct. 3, 2019 - City Manager on Council agenda (3rd)

Oct. 3, 2019 - First supplement to City Manager contract

(Two percent pay raise)


Pursuant to the motion approved by the City Council at its regular meeting on December 13, 2018, Manager's Annual Base Salary as set forth in Section 3.1 of the Agreement shall be increased by two percent 2% from $110,000 to $112,300 effective January 2, 2019.

Oct. 3, 2019 - Second amendment to City Manager contract

(Extension of City Manager contract for another year)


Now, therefore, for an in consideration of the agreements stated herein and other good and valuable consideration, the Parties agree as follows:


1. Section 1.1 of the Agreement is amended to read as follows:


1.1 Initial Term. The Term of this Agreement shall be for a period of three (3) years beginning on January 2, 2018 (the "Commencement Date"), and ending on December 31, 2020, provided, however, that the Term of this Agreement shall be subject to earlier termination as provided in this Agreement.

2019 City Manager Reviews

Reviews from other Council members were not received through a Freedom of Information request. They may not have filled out a Review.


 Charlie Price: "Although I believe John does an excellent job in running the city, I’ve lost confidence in him that he can lead city staff. I also believe that he has lost the respect and trust of staff and some city residents due to the conflicts he has with some department heads. I don’t believe he treats all staff fairly."


Charlie Price: "I worry that John doesn’t take the necessary time to meet with citizens to address their concerns. I’ve heard about a few meetings that John has had with citizens where he raises his voice to argue with the citizen or they feel that John doesn’t make them feel that he is interested in their concern."


Megan Ray: "For the most part John is effective, however when it comes to managing staff professionally I would say that this is not occurring. He has consistently alienated the police department and has allowed attrition to become out of control. There are many complaints from former and current employees that support this statement. While leadership aside from personal management seems to be adequate. This is an area that has been handled in an unacceptable manner and has created a hostile work environment. There seems to be too much or unnecessary accountability for some employees and no accountability for others."  


Michael Barnhart: "John’s personal management style in 2019 has revealed a weakness that needs to be addressed. From his “my way or the highway” comments (made during a staff meeting after his first review) to his boorish communication style (you made me angry so now I do not respond to you), these are characteristics of a bully and not the traits of a good leader."
