PUBLIC RECORDS REQUEST FOR CITY MANAGER REVIEWS

Pursuant to the Lake Dallas City Charter Section 3.07.16 the city council is required to "Conduct performance reviews of the city attorney, municipal judge, and city manager annually, or more frequently as necessary."


Pursuant to the Texas Open Records Act I request information regarding the performance review of these three entities and would like a copy of the written reviews of the City Manager and the attorney and judge.

Address to Elected/Appointment Officials by Terry Lantrip

  

The Lake Dallas Charter, under Section 4.01.04 Performance Reviews states clearly that “The City Council shall conduct a performance review of the City Manager annually, or more frequently as necessary.” This should have been done in September. 


It’s been determined via a Public Information Request that these documents do not exist meaning that you all have not done what the Charter requires. 


I’m hoping that you all will take the time to carefully consider your reviews and here are some things to consider:


Unfortunately, the current City Manager like the one before was handpicked and the elected/appointed officials did not utilize the standard procedure for choosing the candidate that would be best for Lake Dallas. I thought we’d have learned our lesson after the most recent former City Manager. 


Your current City Manager seems to delegate much of what I would think would be his job. When an item is brought up at council meetings often it’s the City Secretary that has to do the talking.

Recently, I attended the 50th Birthday of the Lake Dallas Library where the City Secretary got up on stage and did a great job explaining the importance of libraries. I thought: “This is really the job of the City Manager” but perhaps he wasn’t able to make it and that’s understandable sometimes. But no, the City Manager was standing in the crowd about three people away from me. Also recently, the Lake Dallas Community Development Corporation sponsored the Lake Cities Chamber of Commerce Monthly Luncheon. Again, the City Secretary got up and spoke while the current City Manager sat at a table.


As for my projects, the current City Manager has offered little help and mostly hindered these project. This City Manager declared that only tiny home residents could use the Farmhouse. He was able to delay the project months and I eventually had to meet with the City Attorney that said: “Uh, yeah, we can’t tell you who can or can’t use your building.” 


Then there was the issue of trash service at Old City Hall. The City Manager fought and lost that battle too. Essentially, I had to go over his head in order to move forward. These projects add to the tax revenue of the city.


In March I brought up the idea of Tourism, not only to bring out of town folks to our city but also highlight our businesses, history, parks, etc. to those who live in Lake Dallas and the immediate surrounding areas. We’ve got some great businesses but too few people know about them. The elected and appointed officials thought this would be a good idea and asked the City Manager to proceed with it. There was a slide show that contained little substance and the City Manager ended his presentation with “I’ll get with Tina at the Chamber of Commerce.” I’m really not sure why we would need to get the Chamber involved in OUR tourism campaign.


Then, the City Manager announced that high school students will be doing a brochure and some videos.


I rallied for Wayfinding signs that are a permitted use of Hotel Occupancy Tax Funds (which you have plenty of money to fund) but when I saw that this City Manager just wouldn’t get that project going I said I’d just do it myself but, you know, I have a job and it’s NOT my job to do his job. It’s HIS responsibility to do what you all asked him to do.


We need a City Manager that takes an active interest in our town. We need more than someone who drives in each morning, parks and walks into city hall and then at 5 p.m. gets in their vehicle and leaves. We need a city manager that isn’t just interested in Lake Dallas City Hall but also the city itself and its residents and businesses. We haven’t had that and it shows.

So, when you do your Reviews, please consider these items. I look forward to seeing those reviews as soon as possible.

The business has been recognized for its efforts to promote sustainable practices and for its commitment to supporting local charities. The award is a testament to the positive impact that small businesses can have on their communities.

New Art Exhibit Opens at Museum

A new art exhibit featuring the works of local artists has opened at the city's museum. The exhibit showcases a variety of art forms, including paintings, sculptures, and photographs. Visitors are encouraged to come and appreciate the creativity and talent of the city's artists.

Local Athlete Wins National Championship

A local athlete has won a national championship in their respective sport. The athlete has worked hard for years to achieve this goal and has made the city proud. The community is encouraged to support and celebrate the achievements of our local athletes.

New Road Construction Project Begins

A new road construction project has begun in the city to improve transportation and reduce traffic congestion. The project is expected to take several months to complete, and drivers are advised to take alternative routes to avoid delays and disruptions.
